    Also being honored is Herbert E. Harris, II, former Eighth District Congressman, for his community service.

    Herb, who has been a resident of Mount Vernon, graduated from Georgetown University Law School with a J.D. in 1951. He served on the Fairfax County Board of Supervisors from 1968 to 1974. He served as a member of the Northern Virginia Transportation Authority from 1968 to 1974. He also served as Vice Chairman of the Washington Metropolitan Area Transit Authority from 1970 to 1974. Herb was elected as a Democrat to the 94th Congress in 1974, defeating Rep. Stanford E. Parris. He was re-elected to the 95th and 96th Congresses, serving January 3, 1975 to January 3, 1981. He was an unsuccessful candidate for reelection in 1980 to the 97th Congress, defeated by Stanford E. Parris, who regained his former congressional seat.

    Herb was elected to Congress at the same time as his friend Joe Fisher, and who represented the Tenth Congressional District. Joe also served three terms and for the same period of time as Herb.

    The Eighth District included Alexandria, portions of Fairfax County, and Prince William while the Tenth District included Arlington, Falls Church City, and portions of Fairfax County.

    The 11th Congressional District Democratic Committee of the Democratic Party of Virginia congratulates Gerry Connolly on his election to Congress.

    We are confident that Congressman-Elect Connolly will provide the citizens of the 11th CD with common-sense, results-oriented representation that will serve us well in the coming years.
